Many of the hard nose Council members discovered tonight that they have been lied too and then they continued to find out on more than one occasion that they had been misinformed on many areas of the budget. Of course the Mayor still has 1 more try to salvage what he will accept as a victory on the 27th. Maybe the Chief will let our President attend this one. They want everyone to get 24 hours off in return for drug testing. WoW! Great! They're telling it one way but that's not the way it will be. A reduced workweek is no longer being bargained for in exchange for drug testing. We've watered it down to 24 hours off PLUS PLUS PLUS 4 or 8 more hours if you actually take the test. If the city were smart they'd jump on that one because we've got way too many stupid members who would jump a the chance to take a little time off. Especially the medics who can't even get enough time off to actually spend what they accrue. We aren't negotiating with the city we're negotiating against ourselves.

TEAM: This is an easy one. They're running out of ideas to run up the flagpole and they're getting frustrated by the city's lack of movement. The city plays a mean game of Mental Dominance and they know it. Blank and Hay are clearly outclassed and they've even talked about giving up and calling impasse. Why? Lack of movement on the city's part might be frustrating to the mentally untrained but certainly doesn't constitute an emergency on our part.
This is something that each and every one of us must always remember. Ask yourselves these questions: Q) What do they call it when you drink your own poison? A) Suicide. Q) Now what do they call it when City Council poisons you? A) Murder.
It's been reported back to the TEAM that we still have the majority of Council Members votes. They have no need or desire to poison us when they can just wait around for Chris Guella to report back to the Mayor that our president and vice president are preparing some Jim Jones grape for us to happily consume.
Our membership needs to know that the Bobby Martin decision now sets the standard for every firefighter in the country. We won! Let's not give physicals up for nothing in return. Also note that City Council heard Winnie Newton say in no uncertain terms that we don't have to be drug tested! Not all of us as a group or any one of us singly. Attempting to drug test a member of this union who refuses to do so can and should result in the city and the union being sued the the member refusing to allow their rights to be violated. The have what the city wants. Apparently the cost of admission is too high for them and they're waiting for us to just get frustrated and give it away. That's why MEMBERS vote this stuff up or down!

Here at Us vs. Them we're dumbfounded when we hear members talk about the City of St. Petersburg as if it were some kind of benevolent father who is always ready, willing and able to reach out; to go above and beyond to help make it right by its Fire Fighters, especially when any one of them is injured in the line of duty. Brad Westphal is one of those Fire Fighters who knows all too well that behind the benevolent father's velvet glove lies an iron fist.
For months the City paid a private investigator to follow and take video and still pictures of Brad in settings as private as his backyard to trips to his Doctor or simply going to the store. This was all in an attempt to keep from paying Brad what was owed to him as a Fire Fighter injured in the line of duty.
Brad and his attorneys have been to court on several occasions fighting for benefits owed him. This past month Brad found himself back in court one more time to recover a year's worth of lost wages that the city refused to pay him. Take a look at the video from the Florida 1st District Court of Appeals and you'll get a sense of just how far the City of St. Petersburg will go to keep one permanently injured Fire Fighter from a year's salary. See if you get a sense of what the judges think about the City's treatment of a "catastrophically" injured Fire Fighter.

While truck 9 has been reassigned to the MFS do to the incompentance of our Leaders, a structure fire has been reported in Station 6/9's district so I guess that means that truck 9-1 ended up doing the same work as they would have if they stayed put. Actually they probably had more work do to their extended response. But wait its worse. While the crews of truck 9-1 were doing double duty, another structure fire came in in station 10/6's district. Oh my do you pull trk 9-1 away from their currnt job or rely on the truck from the MFS to cover? Oh yeah what was I thinkin, truck 1 is OOS. Okay so you bang out truck 13, Damn it all to hell, the Mayor, Chief Large, and Michael Blank have allowed that truck to sit idle too. Listen up folks, this shit is happening and we have elected Leaders doing nothing about it. Somewhere, someday, there will be an injury or death because of this blind eye approach. They do not give two shits until they have an emergency themselves. We have take home cars for captains who work 5 days a month. HQ staff that has cars and routinely do not see them at fires unless it is between working hours and they are not at lunch for 2+ hours, coffee time for 4+ hours and the list goes on. No one cares except us. So do what you can with personnel and units on hand and be done with it because it is not going to get any better.

If the rescue trucks are OOS and the medics are spread over other sites city wide, do the rescue trucks from other cities cover any and all situations? If they do, then to an outside observer it wouldn't seem such a problem since no part of the city is being left unprotected. Not being privy to how this process works in reality it's pretty difficult to find fault with what the Chief does to maintain coverage. It is clear that he's playing with the lives of the citizens but not to the point of no coverage. Being told your wife died from an accident on the Bayway because the nearest rescue truck with paramedics was coming from Pinellas Park is somehow not the way the system was meant to function and is only a means for CYA to come into play. I'm wondering why the public hasn't been informed about the situation. Would it hurt to tell a reporter about the statistics? Or is it customary to wait for a tragedy such as a dead baby or a school bus full of children being killed before anyone has the balls to blow the whistle? Remember, not one member of the public gives a flying crap about a medic or a firefighter until he or she needs one. Then you better be Johnny On The Spot or they howl to high heaven. They have no idea that they've gone days without protection until it affects them personally. Now's the time to start laying the ground work for negotiations in the future. Start telling people who pay the salaries just what kind of service they're getting. And forget the old cliché that there's "no smoke in the sky". Currently there are 4 separate apparatus staffed by a total of 11 firefighter/EMS personnel covering station 37, 36, and 13. But after SPFR screws it up there will be a total of only 2 apparatus and 6 personnel covering that same area of stations 37, 36, and 13. Now, how can that be when the county is giving almost a million bucks for coverage and then St. Pete is going to water down the coverage and literally cut it in half and bring that areas staffing to an all time low. Another great move by Chief Concerned Large. Give me a break, and you wonder why our load keeps increasing. Guess the citizens will get all their tax money cut in half in that area too since their protection is cut in half. NOT

Received via Email 07-23-13 Ok, I just visited tele-staff and found this. For the first 22 days of this month (July), a front line piece of fire equipment was OUT OF SERVICE for 12-24 hours 28 times. This does not include the many times units being OOS for a few hours for physicals, training, officers meetings etc. During this same time period there was a need for overtime in the stations 58 times (12 were Mandatory), and for special events 67 times with 7 of those being mandatory. Now on top of this Chief Large is boasting how he undercut P. Pk for the station 36 district and how he wont be hiring any additional personnel, just counting on the $$'s to pay for the forced overtime it will take to keep this station open. You can bet that that unit wont be OOS so this just means more units from within the city will go unstaffed. I've got more to say on the subject but lets see what the two liars bring back to us from Friday's nego session.

Received via Email 07-24-13 SSDD, Wednesday July 24th, 2013. This is a doozie and I hope I can get it right because I couldnt believe it as I was reading it but here goes. Today the C shift started the day with Rescues 1 and 7 and Truck 9 out of service because there werent enough personnel to cover for the probies to go to the drill grounds for the quarterly tests. In addition to this, Squad 1 also gets to sit idle AGAIN, Engines 1 and 4 are out of service to go rope with the dope somewhere, and Truck 11 sit OUT OF SERVICE for the FULL 24 hours so 10 persons from the 3 shifts can get Costie Traing for Boat Operations. I am not complaining about training. I am mearly pionting out that this Department does not have enough personnel to keep units in service the way it is and Now our Chief has over stepped his sensibilty by securing a much larger response district without hiring additional persons. Just like last year when we he bagged his South Pasadena Trophy, more area no peeps.
I dodnt understand how there is not a bigger uproar. I also cant figure out why the story appeared in the Tampa Tribune and not in our very own St. Pete Times.

It goes on to say it will receive $600,000 to provide ems service to this area and Pinellas Park will lose $540,00 it was getting to fund in essence(R37). Now a total of 1.5 Million is being paid to St Pete and we are not hiring anybody else as the newspaper says. So I guess that means we will be covering 2 of pinellas parks current coverage (E36) and (R37) with no extra units or people. Seems like our St Pete citizens would be outraged to find out someones area(within st pete) will be really thinned out by trucks and personnel to make this happen. Oh, I get it, they (citizens of st pete) will probably never figure that part out until it is too late. Nice move !! Oh, not to mention you boys and girls on the North end of St Pete and East end of Highpoint will be running double the calls with half the trucks or personnel, since in essence they are also only going to use two units to cover both areas instead of the 4 now- (R37,E36,E13 and T13). Come oct 1 it will only be E13 and the new Engine 14 covering where the current 4 units above are protecting. Ok, so now that is cleared up, (and everyone now knows the poor brothers from Pinellas Park will be losing there jobs and St Pete will be thinned out somewhere along with the crews running double with much less than now) where does the new total 1.5 million go- $900,000 for Fire protection and $600,000 for EMS protection - as the tampay.com news mentions. Yep you guessed it - Somewhere other than where it should be used. And everyone is ok with this ????? either people really don't know what is going on or they are really really stupid. But our Div Chiefs, pure Genius as they figure. UNBELIEVABLE !!!

Right now, Largo is once again proposing the merging of all Locals in Pinellas County into one large Local. You may have heard about a story told by one of our most ardent, long time opponents on the BOCC who said to us, "If you guys spoke with one voice you would be unstoppable in this county." She was right! While city elected officials are prohibited from influencing the County's decision making process during certain time periods, we are not!
This story brings to the forefront the need for labor to attain a single voice, sooner than later. Have you noticed the fact that the fire chiefs have a single club? Michael Jackson, having attended the last union consolidation meeting, told the rest of the members that PP FF's wouldn't be interested in joining a larger organization because PP's union has a lot going on and a good relationship with the city and her citizens. Understood! But in this instance, the bear that we all would have been poking in the chest would not have been anyone in PP's administration but rather Pinellas County's. Understand - Micheael was not the lone hold out. Others are worried about cable TV stipends, tee shirt colors, what Local number to choose, etc. The best excuse came from a member of a smaller dept. & Local that combined with another Local years ago. He was afraid of his FF's losing their identity. We think they did that a few years back but why bust his bubble?
While the issue with Highpoint is now water under the bridge for another five years, we need to continue a discussion at the union level to ensure that we maximize our leverage politically.

Would a county wide fire protection/EMS be what Slick Willy has in mind when he directs his minions to undercut and outmaneuver another bidder with an end run? There's been a lot of talk about it and Mr. Latvala has taken it on as his personal quest so it's not something new.
But it looks as if there are some powerful individuals who have the god complex that would like nothing better than to cultivate a county wide system with them at the top. It's going to take some doing since there's considerable opposition by some but this could just be another step in the direction these pin headed morons want to go to lay the groundwork for later opportunities.
The bigger the coverage the stronger the voice when the time comes to actually make the change. You can't put anything past the current Mayor and the worthless Fire Chief. Here's some Union 101 for those of you who never held a job other than this one. The city will not willingly give you anything. You have to fight for it. What you have now was not given to you by the city. It was won at the bargaining table through negotiations. That's how it's done. Collective Bargaining may be a mysterious term to most of you babies. But that's what got you all the cushy things you get by being employed as a member of the SPF&R. The city belongs to organizations that tell them how to keep you down on a daily basis. They have seminars and meetings that teach them how to counteract all the things you ask for at the bargaining table. They are schooled and taught how to keep you away from the money and the benefits. They learn how to lie and maneuver the facts in order to keep you from gaining anything. It's not a game. It's your livelihood. And their livelihood depends on you being weak and stupid. And when you send fools to the bargaining table to represent you and they do the things we've all seen them do it's almost funny. They're so asinine it makes the city laugh and laugh. You've sent the weakest of the weak to the bargaining table to represent the wants and needs of the membership. And they give away all the things that have been negotiated in the past. And then the membership applauds them for "trying". That's the PC thing to do. They can't do any better because they're unskilled fools but they get a pass because they're "trying".
Right now you're seeing just the tip of the iceberg. Between the saps endorsing the current mayor and then going to the bargaining table and giving away your rights and benefits the majority of you will be screwed for a very long time. And you're too busy with your outside activities to give a damn. But it'll come home to roost one of these days. You mark my words. You haven't seen anything yet. In all fairness it has to be noted that the employee must . . . . repeat, MUST ask for representation in such disciplinary actions. Since most of you never worked under a contract, let alone know what one is, it's only reasonable that a mistake of not requesting representation could happen. But then who's fault is that?
Go about your business and ignore what Dumb and Dumber have done and are continuing to do to the membership. Don't pay any attention to what they say at the bargaining table. Leave them alone when they abuse Pool Time. Look the other way when they give away your benefits. Tell them what a good job they're doing just by the fact that even though they're moronic at least they're "trying". And keep waiting for the city to give you what you think you have coming. I've read several of her posts and can only gather that she is of the stuff you need in a leadership position in the Local. I know nothing of her past associations nor have I ever met her but I can't help thinking I'd want her representing me. In fact I'd like to suggest that she be a member of the new bargaining team when Pauley gets elected. It would seem that, with no disrespect to Rick, she'd make a great bargaining agent. I remember when the city put a woman across the table from us. It seems to take the testosterone out of the process. The adversarial atmosphere is taken down a couple notches when a woman is doing the talking and is in charge. And I think Patty is just the person to be on the team and in the driver seat. This is in no way to take *anything* away from Rick Pauley. I support him 110% in his candidacy for President of the Local. And who could ask for anything better than this pair of tigers to give the city negotiator nightmares? You need to groom people to fill the spaces in the stations and at the Union office. The more who are educated the better and stronger the Local becomes. I can't help thinking that there may be others who would step up like brother Pauley and be willing to do something to help not only themselves but the group as a whole.
Success in the workplace isn't gained by letting someone else tell you how and what you're going to do. Benefits and wages, something you haven't seen in a while, are not gained by being uneducated and inexperienced. I believe you have *all* had a lesson in failure and how great it is in recent years. Is more of the same what you really want? Is *trying* the new success? I think you have all seen what trying has produced and it's not pretty. You are lucky enough to have a process by which you have a say in your working conditions, your pay check, your benefits and your lives. Not too many others have this advantage. And if you don't or won't use this opportunity to the betterment of all involved then you don't deserve any more than exactly what you're given by an employer that will only give you as little as possible.
It's time. It's time to think like a person who wants the best. It's time to act like an adult with a brain and not a whiner with a grudge. It's time to put members in charge of the Local that will think in today's terms and be strong about it. This Local, unfortunately, gave away one of the strongest leaders in collective bargaining in the state of Florida. Admittedly with the intent of wanting a kinder, gentler association with the employer. Thus turning this once admired and emulated Local into one of submission from a kneeling position.
Four years and a very large amount of dues later it has been shown to be a grave error of judgment and a situation of immediate concern. Getting back to the top won't happen quickly. Most of the admiration and trust has disintegrated over that time. So it's up to the membership of Local 747 to determine what they want to do. Keep the paper tigers in the primary offices of the Local or put some teeth back in the leadership. It's your choice. With members like Jon, John, Rick, Patty, and Billy you can bring this Local off it's knees and back to the respect and admiration it deserves.

I understand the information is public record but lets not add insult to injury. Like the TEAM stated, he is not some dirt bag criminal. He made a mistake that so many people often get away with. A mistake I or anyone else does not or should not condone, however if we cannot help each other out when a man is down then we really are fighting two wars and one is against ourselves. We all don't have to like each other but in the face of adversity we should remember we are all still brother and sister firefighters. In light of our recent struggles we have forgotten about this and it's something I hope the new union leadership will reinforce in October.

Back in the day if you got pulled over for some non-life threatening violation and the cop was politely informed that you were a firefighter or saw the sticker on the car window . . . . .
There was a fairly good chance that you walked or at most received a warning.
It's too bad that the police in the city of St. Petersburg don't do that any more.
Had that cop that stopped Tom (who, by the way, I don't know)called Tom's wife or someone who could come get Tom it wouldn't have ended up the way it did.
We've all driven drunk at some time in our lives and gotten away with it. Consciously or unconsciously we all prayed that we didn't get pulled over when we did it.
I don't pretend to know how to be a cop. I don't know nor do I care what their mind set is.
I just know that there are many things that could have, and sometimes should have, been handled
in a different way that would have had much better conclusions. It could be that Tom contributed to his being arrested. He may have said or done something that warranted arrest. I don't know because I wasn't there. But neither were you so it isn't something either of us can make opinions on. It's just too bad that the situation required what it did in order to turn out the way it did.

If the city had a clue they would see it is not the few at station 13 and 14s job to take the extra load so that brownouts can go away. Thanks Large for screwing your own firefighters and putting a huge load on them so you can look good. Now, as of Oct 1, 2013 Engine 1 is erased from the St Pete Fire Department. 106 years of tradition and valuable service is now over for Engine 1. Chief Large could have easily prevented this from happening but NO, he chooses to care about himself more than the operations of this once great fire department. We who honor this job and profession will sadly miss the Citizens of St Pete's, Engine 1.

Everytime we are below minimum there will be overtime, great for those that want to work extra.
