Received via Email: 11-09-11 Speaking for myself, I'd personally like to thank everyone who helped during this election cycle and especially Pete Gottschling who covered for me for the first half so that I could work the polls. Pete is the best kind of Union Brother one can imagine. He will work for our union at the drop of a hat. Pete never fails me or us.
To give you a sense of what it took to rob victory from defeat, some of us were out till 0300 placing signs at polling places. Since I only had one good gold and black shirt (armpit hole in the other one) and I was already wearing it, when I finally got home I had to wait for the washing machine to clean it so that I could head back out the door at 0630 to work the polls. The idea behind getting out the door close to midnight is to keep the fools in other campaigns from stealing your signs. This year we saw very few of the opposition's signs, anywhere.
Since I'm on the subject, let's talk about signs and palm cards and their relevance - perceived and otherwise.
They say that "Signs don't vote!" They don't. But we can add life to some of them. It's almost a given that if one politician has a sign on the corner then his opponent feels as though he must also spend the money to place a sign on that very same corner. We make that happen. The public doesn't always see the hand that placed the sign but the politician knows who set it. How effective are signs littering the the right of ways adjoining our streets and around polling places? Probably not very but the politician we're working for gains a sense of security or even superiority if enough of his or her signs litter the landscape.
And what of handheld signs? In this arena we have an opportunity to dominate the political landscape if we're smart enough to take advantage of it. Gold and black have become the standard for identifying IAFF political activity along with the IAFF Maltese cross that's known and respected around the world. When a Fire Fighter stands on a corner waving a sign for a politician, for that moment in time the Fire Fighter is literally telling the world that they are standing up or vouching for that person and asking the public to do the same with their vote. Polls have repeatedly shown that Fire Fighters are the most trusted public entities. Being a self deprecating bunch we rarely draw attention to ourselves; our good works doing the talking for us. Politicians know this. The publics knows this. Even we know this, so much so that some have a hard time mixing our good deeds with politics. I've said it before and I'll say it again. If you ignore politics, politics will ignore you and in ways that you won't like, so why not be a part of the political process instead of a political statistic?
And of palm cards? Palm cards should be looked at as gold coins that we give away to the voting public that they can spend in the union store ONLY! In identifying myself as a Fire Fighter presenting palm cards to voters, some look at the card and comment on the fact that they're preparing to vote for someone whose name appears on the card. When asked "What about the rest of the names?" they're often stumped. Not all voters know that they can vote across district lines in the general election. Here's a golden opportunity to expand a bit on who these people are that we profess to believe in and vouch for. It defies logic but upon talking to certain members of the voting public, a union education into the 'who's who' is sadly needed. I ran into one woman who knew the name of the person she was voting for (oddly enough from another district) when she saw it on the card but couldn't use that same card to identify the person who currently represents her own district! The name was Bill Dudley. When I was asked by this woman who Bill was running against and I dropped the name Brent Hatley - I got no response. When I made it known that Brent was Bubba's morning sidekick, a light went on! This woman might well have voted for Brent Hatley (who she apparently didn't know by name) but then again she might have voted for Bill Dudley sheerly at the flip of a coin. I gave her the 'gold' coin and guess where she spent it? Here's some food for thought. Take a look at the following map : http://oldnortheast.patch.com/articles/election-by-precinct-map If you'll take note of the highest number of votes cast in any precinct, those numbers are usually spread between the two individuals who are in competition for the district that that precinct lies in. The lesser numbers? Those are votes cast for those running in other districts. Those numbers are smaller because some members of the voting public won't vote for those individuals who are running that they know little or nothing about. A Fire Fighter placed at every polling site in the city has an opportunity to educate the public and sway opinions and elections.
Finally, I'd like to talk about the power of 'many'. Heather Sanford and I worked the most prolific polling place in St. Petersburg yesterday. We were the only people at that location to speak for our candidates but there were others there for other purposes. The others were gathering signatures to place names on next year's ballot for Pinellas County Sheriff along with a single female prosecutor who is attempting to do what has never been done before by anyone running for judge. She's attempting to get her name on the ballot with six thousand signatures. The turnout in this year's election was very light. She commented that in the time that she had been standing there that she'd not had three people pass her way. True enough, due to the layout of the parking lot many drove around us and parked within the exclusion zone. She was not dismayed and said that she was going to get all the six thousand signatures that she needed, one signature at a time. She commented on our 'sticktoitiveness' in spite of the light voter turnout. We explained to her that even if a single voter never took a card from us that it was important for the politicians that we're working for to see us standing at the polls in gold and black when they stop by or drive by.
It's frustrating to stand at the polls all day long with light voter turnout but as Fire Fighters we've endured worse. Think about how frustrating it must be for the politician that we take the time to screen and later endorse - not to see us holding up our end of the agreement.

Somehow Jim Large has convinced Mike Blank that the EMS issue is the union's issue. When they had a pot full of money it didn't stop the job loss the last time around. They're going to do what they want to do and we're merely the wheelchock. Mike was installed as a puppet and he's one of the few that doesn't know it yet. When they run out of ideas he willl run out of ideas. We're going to have a record number of people in our dept. get hit with discipline for not doing the bullshit that HQ piles on our plates each day that really makes no difference to anyone but them. Mike, your first order of business is to pay attention to what WE'VE been saying. We've been saying that HQ has been waiting for Winnie to leave and ANYBODY ELSE to show up. Let me try to further clarify this issue. The presidents of every local in this state need to be in attendance at every Quarterly FPF Executive Council Meeting. This is where things are learned that do in fact concern and prevent you as a president and a supposed Leader from being blindsided. After you have become FULLY learned in the areas of Wages, Hours, Terms, and conditions of employment, then and only then do you have the right to say you dont need to be there. I know there are many that are still attending after 30+ years and they are still learning for the sake of their membership. However we as people have no excuse for not completing assignments on time or missing a detail, or an important drill so the PETC folks can make some more overtime. Your employer opening overtaxes its citizens and then doesn't provide them with the protections they promise. The Chiefs plan is to get as many of his followers into the union office to infiltrate the membership and bring them into the web. the members assume that Mikey is working with the knowledge of the E board and therefore they assume everyone is on board. Now Mikey is allowing an outsider to come into our meetings to tell us what the Mayor wants us to know. BTW, this person is NOT a member of the PD, he is not a member of any Labor organization, nor is he a city employee. He is however a person that is interested in getting his hands on your deferred comp and drop dollars. He is just as Tom Kimler, under the cloak of helping us out, the bottom line is that he wants your money. He has worked with the police officers and I am not saying he is good at what he does or that he is not. What is deffinitely isnt is someone that I would take advice from as to how we should turn over and suck the Mayors ass. I am amshamed to know that the President of this Local has allowed an outsider into the chicken coop to become our friend and at the same time further divide our members with more of the Mayors absurd beliefs. MTB is a FINO, it has only been a couple of months and he is dragging us down quickly. The 2012 Florida Legislative Session begins this week and the same crew of politicians from last year’s debacle are back for more of your hard earned benefits. This year however, we have a lot more measures in place to counteract their lies. We have reloaded the FPF website and are going to enact a widespread social media plan to go with it. With that in mind, we have our first venture.
Just about every State Senator and Representative has a Facebook account. So, our first effort will be directed there. On Sunday evening around 7pm, I will post a picture with a message on the FPF’s Facebook page. I will then need fire fighters with Facebook accounts to comment on the photo. The politicians will be tagged in the photo so they will see all of the responses.
Here is what we need you to do...
Comment on picture provided. Make sure your elected officials are tagged in the photo. Comments should be civil and pertain to our issues. Let them know that as a fire fighter, you will be very active this election season.
After you have commented, share the picture on your page and repost the message to friends and family so fire fighters aren’t the only ones commenting. Ask them to like the FPF page as well.

It probably would have surprised no one had the mayor insisted he appear behind a screen to protect his identity during the council meeting or have his voice electronically altered. After all, when you are carrying around the nuclear codes, as Foster seems to think he is, one can't be too careful.
About the only other person in town with less to say might be radio's Bubba the Love Sponge, co-owner of the Scene Premium Night Club, where two habitues were injured in a shooting the other evening. No word on whether you have to pay an extra cover charge for that kind of service.
The normally loquacious Mr. Sponge was remarkably tight-lipped in talking about owning an establishment where the hail fellow well met customers need to be issued Kevlar vests to enjoy all the good cheer amid all the marijuana haze. Same thing with the surveillance cameras, which the most interesting man in the world had campaigned on providing, only to — altogether now — secretly abandon once he got past all the Get Smart security doors to the mayor's office.
Asked repeatedly to provide details about the security camera program, Foster simply refused. When you are the man who rules over St. Petersburgstan, you can pretty much do what you want.
There is an itsy-bitsy problem, of course, with treating the mayor's office like something out of The Bourne Ultimatum and regarding the City Council as one collective black spot.
If Foster is going to decline to discuss public issues in public because he fears a lawsuit will be filed, then nothing — from zoning, to land use, to taxes, to vendor contracts, to construction projects — will ever be the subject of a discussion.
As it turned out, no legal claim has been filed in the January crash incident. So either Foster was clueless or obfuscating his way out of his responsibility for public accountability.
Eventually City Hall's "Reilly: Ace of Spies" argued even if the city hadn't been sued yet it could be, so there, and returned to holding his breath.
This could get ridiculous.
What happens when Mrs. Foster asks the most quiet man in the world to pass the salt and he responds with: "I'm sorry, my little bunchkin pie, but as mayor if I do that I could get sued because salt isn't good for you"?

I have been quietly listening and observing your skills as the President of this Local and your skills at he Negotiations table. I felt that you deserved a chance and I feel that you have had that chance.
I must tell you that you are lacking skills in many areas and the fact that you choose not to go to specific Labor training classes bothers me. At this point we are facing your most important test as the president of this Local with our Collective Bargaining Agreement. You are making decisions that will extend past your 2 year term and will make it difficult for the person that replaces you if you choose not to seek reelection.
Many of the items that are still on the table have a long history from many negotiation sessions and span through as many a 3 HR leaders. This is a history that unfortunately you know nothing about and can not be put to bed overnight as you are trying to do
It is just my opinion, but after hearing of what Chris said Thursday about how the city is trying to make nice with the new 747 leadership, I know he is laughing his ass off at the Leadership of our local and its entire membership. This can not continue to happen and unless you can get educated in the area of contract negotiations within the next few days, I feel that you owe it to the membership of this local to ask Winnie for help and to be our lead negotiator. Pete Grasso did this with Feinberg. I will not accept anyone else that you feel would be better as they do not know the history that I spoke of earlier. There is no other choice, no other person that has sat in on as many sessions, nor is there anyone in this county Active or retired that has spent more hours attending or teaching Labor and Administrative classes and seminars. That is fact and can not be disputed.
I am sending this as an email to the St. Petersburg Executive Board Members and I would like to hear that you have made this decision before you sit down at the table on Thursday.
I respect you as a person and I hope you will accept that you are in over your head in this area. Please make the correct decision and do the right thing for your 298 members of SPFR and Local 747.

I very much regret that I don’t have any qualifications on a daily basis and I really miss them when it’s time to go to the bargaining table. But if only given half a chance I feel I can educate myself to a level equal to that of my predecessor in a very short time. I have a team that supports me and over the next few weeks we’ll have a working contract that we’ll propose to you that will be my first attempt at securing a better and more financially stable and up to date set of working conditions.
As has been pointed out here, I do spend an immeasurable amount of time gathering strategy and information from those at the MFS who have been there and . . . done some of it. Those who are willing give me great insight as to the proper and most beneficial way to negotiate for underlin . . . uh, the general membership. I feel it shows if one listens to me when I’m at the bargaining table and present the union side. My razor like quips and slicing diatribe are legendary even for one such as myself. It’s blatantly apparent to anyone who’s in attendance that I have steeled myself AND my team to field and respond quickly and with authority to any situation that comes up. Um, Ok?
Now I know there are those who would deride me for my lack of skills overall. And I know that I made some pretty outrageous statements and promises to get elected. Like most politicians I can’t produce the vast majority of them but I did get rid of Winnie. I thought that was pretty monumental. That was actually my number one priority when my friends told me I should run for the office. And I produced. What more do you want from me? I can’t do everything, damn it.

I remember all the bitching about the union not being around to suport our people during the Yaz and Baitinger shooting. Well, guess what. Received via Email: 03-26-12 I talked with one the guys last week and he said that the department was now advocating fighting fire from windows. I understand why this is happening. Lack of staffing is the real reason behind it but I am concerned about some comments that he made. It is true that you can fight fire from the burning side if you have to, but you need to pic your nozzle.
As an example, the abortion clinic fire on central avenue (the first one, mine, (E6) the one that went out without almost incinerating three firefighters) was fought from the "wrong" or burning side but a solid bore nozzle on the deck gun was used and the fire was knocked down with about 200 gallons.While that was going on FF. Knucky and myself pulled a 1-3/4 line and took down the front door, mopping up any spot fires and starting a search. It is kind of remarkable in retrospect that Chief Chalmers made the statement to me that if admins found out about how well this fire went out (without pushing the fire through the rest of the building) that we would never get decent staffing..(Hey Chief, we're here).
As an example of how screwed up things can get when using a fog nozzle, I give you the Cronk's Market fire on MLK street south and about seventh avenue. The fire was pretty heavy on arrival and we went to a defensive attack, Truck one was set up on the address side, it's fog nozzle was left on and it happened to be on wide angle. The line was charged to the truck and the nozzle performed as set. The fire on the second floor immediately intensified and pushed out of every window on the building, not smoke. not "heated" air but freakin' flames shot out of almost every window on the second floor, you can ask Rick Neuberger about this, I believe he was on engine three at the time, we were stationed on the northwest corner of the building so the building wouldn't fall on the engine, and witnessed the whole deal. The guy in the bucket of Truck one immediately saw the problem and reset the nozzle but in the few seconds it took to change it the entire second floor was engulfed in fire. For all the good it did we might as well turned a flame thrower loose on it. Fortunately the building was going to be history anyway, we just helped it along.
The point is, you CAN push fire with a fog nozzle, if you have to fight the fire from the burning side then you need to use a smooth bore nozzle, or at the very least a fog nozzle on straight stream. I would ask the proponents of using fog stream from the burning side one question, Would you be willing to stand on the other side of the fire while I opened a narrow or wide angle fog nozzle on the fire from the burning side? I have no problem putting myself in that position using a solid bore nozzle.

He could go to the Chief and listen to the Chief's side of the story on why these people are either being unused or used in the wrong capacity. Then, if he has the balls, he can file an Unfair Labor Practice with the state. The state will investigate the situation that has been laid out clearly by the Union president and make a determination. It's pretty obvious that this is going to be found in favor of the Union.
OR . . . Since the person that is in the unclassified position at HQ isn't complaining and there's no one else that seems to care. . .and the Union president hasn't got the balls to say anything about the person working outside the classificatioin . . . then shut up about it. The person working who isn't classified is not getting any closer to BEING classified but insteaad is being used as a gopher under the pretense that he WILL BE classified soon. Christmas is coming too. Since the people in these positions don't seem to be offended or outraged at working in the current situation there doesn't seem to be much that can be done. REMEMBER. . .the Union president CANNOT SOLICIT greivances or ULP's. It's against the law. In other words he can't go and suggest or encourage a member to file a greivance or ULP. The member has to COME TO HIM. Since this isn't happening it doesn't seem like it's anyone else's business, does it?
Granted, it affects some members and in some cases effects all members. But until the person being used in the "outside the classification" position comes forward to complain there is no grounds for action. And the person working in the "training" capacity . . . well, it would appear that there's nothing that can be done there. He's working at the pleasure of the Chief in a capacity other than fire fighting. Until he's a certified member of the Department he's no different than a person off the street hired to piddle around the job.
There's not much interest by the Chief or the Council members or the press in the fact that there's one person working out of classification and one piddling on the job. It's really not the type of thing that brings forth stern indignation. It may seem relevant to those who are working short handed and suffering mandatory overtime and such but it's hard to show a hardship on the entire department due to the loss of one person and the loss of one gopher.

Those who are not members of the E-Board or hold an office in the union are perfectly within your rights to influence and/or encourage a member who appears to have been disciplined unfairly to file said grievance. Received via Email: 07-22-12 Congratulations go out once again to our own Alicia Kapchinski. Sunday she sucessfully completed the Ironman race in Lake Placid New York. She completed the 2.4 mile swim in 1:21:52. The 112 mile Bike ride in 6:57:00. and the 26.2 mile run in 5:05:33. I cant imagine competing for an entire 13 hours and 38 minutes. Out of the 3,000 plus competitors, In her divison she finished 50th and overall 1,212. She competed and she completed. Way to go, now go take Chief Larges physical and Drug abuse test to show that you are worthy of working for SPFR.
