Here's a fun fact for everyone...
Foster loves to make the claim that he's got the endorsement of both Law Enforcement and Fire Fighters. St. Petersburg Association of Fire Fighters - IAFF Local 747 has historically held screening sessions for ALL candidates seeking office in the city. With the PBA leadership 'guiding' the Fire Fighters newly elected, novice union President Michael Blank and novice Vice President Steven Hay by their nose ring's - for the first time in many years the Fire Fighters convened no screening committee and held no screening of Mayoral candidates!
Problem #1: There's a fundamental 'fairness' issue in play, here. As Fire Fighters we try to be good to our word and stand for something other than the obvious. Without holding a screening session for all Mayoral candidates, we've not only cheated those who are vying for the job of Mayor, but we've also cheated ourselves and we've cheated the public by giving our endorsement and our (heretofore) good name to a man who didn't earn them in the proper way.
Problem #2: Bill Foster has never been an ardent supporter of Public Safety. He pays lip service to it. He gets miserable reviews from Police Officers and Fire Fighters on the street but the PBA leadership keeps holding out hope that one day he'll emerge as their champion. Rank & file Fire Fighters have never been so delusional.
Problem #3: In his first Mayoral election bid a few years ago, Bill Foster was screened along with all the other candidates by the Local 747 screening committee and universally received the 'thumbs-down' grade by each of the screening committee members.
Problem #4: At no time in my long career have I ever seen Fire Fighters or Fire Fighter Paramedics be laid off except under Bill Foster's watch. I'm sure you are all familiar with the recent happenings in Highpoint as it pertains to the selection of a winning bidder to provide Fire & EMS coverage for that area. St. Petersburg Fire & Rescue won the competitive bid for it, causing Pinellas Park Fire Dept. to lose a pile of money - abandon Station 36 and 37 and is now finding itself with a surplus of fire personnel. Pinellas Park has announced that there will be no one laid off! That's Character! All the while, St. Petersburg Fire & Rescue will maintain fewer fire personnel within the city limits as they are not adding any new Fire Fighters to make up for those personnel being exported to Highpoint.
Problem #5: Bill Foster has stripped St. Petersburg Fire & Rescue of all of its overtime budget, handing it over to the PD. While the average citizen gets emotional when they hear about individuals working overtime on the public dime, it's really a savings to those citizens. It's much cheaper to hire back an individual to work an additional 12 hours than it is to hire new personnel. Much of the time it's at straight time, anyways. The point of all this being... without an overtime budget, St. Petersburg Fire & Rescue suffers from Foster imposed under-staffing on a daily basis, meaning that throughout the city, Fire Apparatus (trucks & their crews) are pulled out of service for 24 hours at a time. The ripple effect is tremendous. Not only is this an unsafe habit to get into for the public, it places additional risk and burdens on your Fire Fighters and Fire Fighter Paramedics. Bill Foster is rolling the dice with your life and mine.
Problem #6: Not only have we seen layoff's under Bill Foster, but when an opportunity came available a couple of years ago to apply for a Gov't SAFER (Staffing for Adequate Fire and Emergency Response) grant, Foster as Mayor, faced with being the 'tie vote' on the subject, voted down taking the money because he didn't want to be mandated by DHS to hold onto a given number of personnel for the two year life of the grant and then fund them in the third year. All this during a time period when St. Petersburg Fire & Rescue found itself the only emergency response agency in the county to respond with 2 personnel aboard their ladder trucks. We now run with 3 on board the vehicles that aren't mothballed for 24 hours at a clip. It's a Bill Foster shell game!

Help restore us back to better pay and benefits, increase staffing with no trucks out of service, Fair discipline by management instead of dictatorship tyranny type practices, favor again in the political arena with City Hall where our leaders will have our backs. But most of all, do it to redeem yourself from the real doom and gloom that will come over the next 2 years if Blank remains in office. VOTE RICK PAULEY UNION PRESIDENT

Rumor has it St pete building a new station near ole station 37 but within the City and R1 will become R15. Then Engine 8 will be sent downtown to become engine 1 again which will be ALS and help the squad cover calls when it is at fires. And yep you guessed it. R8 will either be alone at Station 8 or an engine will be placed there and become ALS. Either way only one vehicle to be at Station 8. And Station 13 will get nothing extra since R15 going into service. Oh yeah Station 9 will send truck to station 6 and become ALS while R 6 covers near baypines area and take over some of Lealmans area. But wait dont buy into this sham yet, Midnight tonight is the end of the pay period, therefore If Tim leaves at midnight his book is closed for good.He isnt using any type of leave to be off, his career is done. Yes its that simple to expose the little things they try to take credit for. Of course I'm either a nay sayer or Mal content I really dont know which maybe I'm both. It's really unfortunate that those who voted for the contract have probably never worked under a contract before. They apparently think it can be changed and altered any time they want. Sadly that's not the case. If Dumb and Dumber didn't slip a reopener in there it's solid for the next three years. Can you hear the laughter coming from city hall and headquarters? You continually provide humor to the powers and they continually screw you over. The only thing left to do now is to have the bargaining team grovel at the feet of the city negotiator for an opportunity to reopen the contract (which ain't gonna happen) or live with what they convinced the majority of the membership to accept and vote yes on. If that's the best they can do they should be removed from office at the earliest convenience. Oh, that's right. The membership recently flubbed that opportunity too.

His justification is that it happened while on a call. Forget the part how if the truck was checked properly in the morning it would have been found to be incorrectly secured on the truck. Forget the fact that the vehicle was not checked after the call was over, and OMG lets not forget the FACT that the truck was not checked going off duty. Just swallow that it was not able to be seen because of the persons height, or that it was not easliy noticible. Oops, somehow the oncoming crew noticed immediatly that the ladder skull saver was missing and that the 14ft roof ladder it was attached to was gone as well. Forget the fact that this has happened with this individual before and has already been written 3 times for similar events. The real thing to consider here is this. The truck is not being properly checked in the morning, after calls, or before going off duty, AND this is not a first time offense. If Hay wants to push this further it will be a huge waste of your union dues.

Just be prepared to be pulled apart by the joints. It does not matter if you followed policy, sop's, rules and regulations. The suits will find a way to take apart your credibility. Those Chiefs that shake your hand, slap your back at the stations will become the most die-hard prosecutors you can imagine. It isn't about doing your job; it’s about making them look good. Forbid if you damage a vehicle; lose a piece of equipment in the performance of your duty. If you manage to save a life, forget it. A red ticket will come way before exemplary performance recognition.
As for the rule of proceedings, forget about it. They will bring in unrelated incidents not pertinent to your inquisition. Going around the rule of law is their top skill. Lastly, has anyone here ever wondered why the talking heads are so quick to give you time off before you can represent yourself at the grievance? Most of us thought this Local couldn't drop any father down the well from the top and Billy Mott was the reason for that thinking since he was the only one left with the experience to save us. Now, through manipulation of the membership, a method was accepted that would guarantee that no one with experience could ever be elected to an office in this Local. You can't teach that kind of ignorance. So again I ask can the current Sec./Treas. of this Local run for office as a retired member of this Local?
Web Master: The adoption of language changes to the Constitution and By-Laws is ongoing. A two man committee formed by President Blank and made up of Chuck Moore and Mark Sweet, not only cleaned up some language errors in the C&BL's and policies but also proposed a couple of very large language changes. One of the proposed changes would make retired members ineligible to run for President, EVP or Sec./Treas. positions. Another proposed change called for a change in the makeup of the list of union officers eligible to attend FPF State Conventions. The current list includes the following:
- Any number of union officers and/or members selected by the President to attend
The proposed change called for the senior most Vice President (Shift V.P.) to attend only at the President's discretion and giving the President the authority to fill the most senior Vice President's slot with any member of his choosing. Neither of the above proposed changes has so-far passed muster -- the membership voted the proposed changes, out. The first reading (written copy) of the most recent changes to the C&BLs and policies has yet to his the stations. No proposed changes to the C&BL's or policies can take place without ratification of new language.
The IAFF only recognizes two leadership positions as being essential to the good working order of its Local's. They are President and Secretary/Treasurer. Billy Mott not only pays the bills, but keeps close watch on any and all proposed changes to our Collective Bargaining Agreement (contract). Billy has caught numerous fatal errors in calculations (not of his own making) on both sides of the bargaining table, throughout the years. Billy is the numbers guy that many of the other Locals bounce numbers off of to ensure that their negotiations are on track. Billy is also one of a very select group of individuals in the state of Florida to attend Harold Schaitberger's IAFF Political Academy. Politics is the lifeblood of a career fire fighter and Billy knows how to make it work handily to our advantage. Billy has also been tapped on numerous occasions to serve as an advisor to the FPF as a Ch. 175 local law committee member. Billy's word is good wherever he goes, not because he tells you that but because you've heard it to be so by others.
And lastly, it doesn't matter if you're a waitress or a broke-dick fireman whose checking account is on $0.00 - Billy has made it so that many have a new battery in their car or a meal on their table for the kids. TEAM: We've got a few things that we have to get off our our chest's. If the truth be told - Art Meyer was never properly 'chosen' (by our own policies) to sit as the interim A Shift Trustee. The President and E-Board have the power to place a member in good standing in a vacant position until such time that a special election is called to fill the vacancy. Art was 'chosen' at the last minute by Michael Blank to perform a special task. When President Blank convened a special emergency E Board meeting (some 8 weeks after the supposed emergency) to deal with Billy Mott, all he (Blank) could keep repeating was, "We know that Billy didn't steal any money. We don't believe that there has every been any money missing while Billy's been the Secretary-Treasurer." So a majority of the membership, the E Board and the Trustees asked, "Then why the hell are we here?"
After a short discussion the E Board directed the three Trustees to audit the Local's checking transactions for the past year to ensure that the figures matched those entries in the Local's Quickbooks program. On Friday, August 29th, 2014 the meeting took place. A quick look through the books showed that Billy's record keeping was - and is - done in a proper fashion yet Art Meyer was showing outward signs of frustration and kept pressing Billy Mott for receipts or invoices for one particular transaction dealing with our golf tournament - Ferg's Annual Golf Tournament.. The other trustees noticed his displeasure and asked Art why he was pressing so hard. As it turns out, the check in question had a single signature on it (Billy's) and it was for repayment of monies that Billy had spent with his own credit card on materials for the tournament. When Art was pressed further by the other Trustees as to why he wasn't satisfied, he said, "Okay, you want to know why? We're on a witch hunt, that's why."
But there's more...
Billy found every document asked of him and when he couldn't immediately find the one dealing with money owed him, he later found it in the file with all the other documents dealing with the golf tournament.
If you were at the EMERGENCY E BOARD MEETING, you would now know that THERE IS NO SUCH THING AS A UNION CREDIT CARD. The members pull money out of their own pockets all the time. The banks aren't inclined to offer credit cards to organizations such as ours so when travel plans need to be made to get our membership to Phoenix for ALTS or to pay for rooms in Tallahassee, they have to be paid back, THOUSANDS! Whomever you all decide to pick for your next Secretary-Treasurer, know that if they don't have good credit or do or choose not to use their own CC - things are going to change around here.
This is something every one of you reading this needs to know. The golf tournament money sits in a checking account waiting for the day when somebody on this job is hurting in a bad way. That money wouldn't be available to you if it weren't for the hard work of two people and only two people - Billy Mott and Rick Pauley. Billy goes out of his way to press business' that he has a relationship with for free, expensive stuff all throughout the year. Those multi-hundred dollar Bud Light and Budwieser golf bags that you can't buy anywhere - Billy gets 'em for free from the son of a long passed firefighter who works for the distributor. Trips to the Caribbean...same thing. People who golf in our tournament will often tell you that they love to golf but they love the raffle that we hold after the golfing in over - even more! Have you ever wondered where the hole sponsor money comes from? Rick Pauley does it all. He knows EVERYBODY and squeezes them all for $100.00 each year. It's a secret but we'll let you in on it...because of Rick's hard work on your behalf, we often have multiple hole sponsors per hole! Shhhh.
There is so much more to being in a leadership position in this Local than kissing the union president's ass so that you can say you know people in high places.

Received via Email: 10-08-14 If you average that out it's about 2.5 members per station on your shift alone. Single stations with a rescue have 5 persons. Double companies have 8 persons. and the three stations with only an ALS engine have 3 persons. 4 on a good day which are few and far between. So, now you say you are shocked. Don't be my friend. This has been going on for many many many years. Winnie preached this over and over but, there were many that didn't care. Those ones may be just too busy going to their second job because they haven't had any raises in years. Just wait until they start getting that pension that's missing all those raises too. Keep thinking, Second Job and you'd better hope that social security doesn't become a thing of the past. Better SAVE, SAVE, SAVE, and not SPEND, SPEND, SPEND. Notice that one is wearing one of our St. Petersburg Association of Firefighters Local 747 with the IAFF logo and the other is wearing a shirt with the IAFF Logo and words of Florida Professional Firefighters. Tom Kimler is a member of neither nor does either organization endorse the lady. The other guy has never been a member of Local 747 and once again Local 747 nor the IAFF endorse her. So Tom Kimler is fooling everyone of you that cant see beyond hate for the very Labor organizations that provide and protect your livelihoods.
